ODeL STEERING COMMITTEE
The ODeL Steering Committee is responsible for the overall leadership, coordination of efforts and linkage with all donor agencies and partners involved in the Open Distance & eLearning (ODeL) in TVET project. The committee makes decisions, mobilises resources and facilitates the undertaking of all activities under the project. Stakeholders and development partners like The United Nations Educational, Scientific and Cultural Organization (UNESCO), Commonwealth of Learning (COL), KATTI, KENAPCO, Zizi Afrique, ABNO, Amatrol, Edibon, KNEC, KICD, FESTO and Mtech, among others, provide support to ODeL for TVET through the Steering Committee.
Membership to the Steering Committee comprise of the following:

Dr. Margaret W. Mwakima chairs the Committee
Mr. Tom Mulati
Director, Directorate of Technical Education (DTE)
Mr. Tom Mulati is the alternate Chair for the Steering Committee. DTE is responsible for policy and management of technical education, directly overseeing ODeL in all the TVET institutions. In addition, the DTE is key in mobilising resources across TVET and giving policy direction for the success of the project.
Dr. Kipkurui Langat
Director General, Technical Vocational Education Training Authority (TVETA)
TVETA is responsible for regulating and coordinating TVET training across all institutions. In the ODeL for TVET project, TVETA plays a crucial role in the overall coordination of all the players and the delivery of a quality programme to the beneficiaries per the ODeL Standards.
Mrs. Glory Mutungi
Chair, Kenya Association of Technical Training Institutes (KATTI)
Mrs. Glory Mutungi is currently the Chair of the Kenya Association of Technical Training Institutes (KATTI) and the Chief Principal – Nairobi Technical Training Institute.
KATTI is responsible for coordinating the activities of technical training institutes across the country. The association provides a forum for the identification of common interests among member institutions and institutes measures for the improvement of the quality of TVET education. KATTI is responsible for the mobilization of training institutions to ensure training of all TVET trainers and the overall support the ODeL in TVET project. Through its regional Chairs, KATTI is also responsible for the last mile training of TVET trainers across TVET institutions to ensure that they can successfully use technology to teach.
Dr. Edwin M. Tarno, PhD, HSC
Convener, National ODeL in TVET Committee
Dr. Edwin Tarno is the Chief Principal, Kenya Technical Trainers College (KTTC), which has the legal mandate to train technical trainers in Kenya. The National ODeL in TVET Committee is mainly focused on building the capacity of TVET trainers and therefore KTTC plays a crucial role in the design and delivery of the training required.
He is the immediate former long-serving chair of the Kenya Association of Technical Training Institutions (KATTI), and also the immediate former Executive Council Member of Commonwealth Association of Technical Universities and Polytechnics in Africa, (CAPA). Most recently, he was appointed to the African Union panel of TVET experts’ advisory council by the African Union (AU).
Francis Wambua is the Head of Open Learning & External Linkages at the Kenya Technical Trainers College (KTTC).
The National ODeL in TVET Committee has Secretariat offices at KTTC, with responsibility for coordinating design, development, quality assurance, monitoring & evaluation of ODeL programmes. In addition, the Secretariat coordinates capacity building of TVET trainers for implementation of ODeL, hosting of the National Learning Management System (LMS) and the National Open Educational Resource (OER) Repository. The Secretariat also acts as a link to the Regional ODeL in TVET Committee members and partners supporting the National ODeL in TVET initiative.
